Job Title: FEMA Project Manager- Disaster Damage Assessment Specialist / Public Assessment Cost Estimator

Duration: 12-36 months. This is a multi-year contract that will with a new statement of work written each year.
Overview: The City of Lake Charles is seeking a qualified Disaster Damage Assessment Specialist / Public Assessment Cost Estimator to assist in managing disaster recovery efforts, focusing on maximizing the use of federal and state funds. The ideal candidate will possess extensive experience with FEMA Public Assistance (PA) and Community Development Block Grant (CDBG) programs.
Key Responsibilities:
Collaboration: Work closely with FEMA, state agencies, and City departments to ensure proper use and application of federal and state funds under the Stafford Act.
Documentation and Submission: Obtain and develop cost documentation to create, revise, and submit Project Worksheets (PWs) and grant applications for approval and reimbursement from federal and state agencies.
Project Development: Coordinate the development and processing of PWs for both small and large projects, including expedited PW development.
Eligibility Review: Assess eligibility issues and provide justifications to federal and state agencies. Ensure compliance with Environmental and Historic Preservation regulations, as well as Davis-Bacon and Section 3 requirements.
Damage Assessment: Identify, quantify, and present all eligible damages to relevant agencies, incorporating findings into PWs and grant applications, and perform necessary insurance reconciliations to prevent duplication of benefits.
Hazard Mitigation: Assist in developing and evaluating hazard mitigation proposals, including preparing grant applications and conducting benefit-cost analyses.
Grant Management: Offer guidance on grant opportunities and strategies to maximize reimbursements, including participation in meetings with City Council and relevant agencies.
Compliance and Reporting: Prepare for inspections and audits, develop responses and justifications, and ensure the proper close-out of projects with comprehensive documentation.
Training and Communication: Provide consultant-led training every two years on disaster documentation and procurement best practices. Prepare reports on the status of FEMA PA programs and other related grants as requested.
