The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. While all state governments provide such services through various Departmental structures, Colorado's approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

Description of Job

Local Government Service Section exists to plan, manage and direct a broad array of financial assistance, statutory compliance, and technical assistance services for local governments. Local Government Service Section conducts research about local governments, primarily related to finance, budget, special district election, and governmental administration. This group serves as a clearing-house, for the benefit of local government, of information relating to the common problems of local government and of the state and federal services available to assist in the solution of those problems and to improve the relationship between state and local governments. Position Summary The Local Government Financial Analyst exists as part of the Division's Local Government Services Section, providing data development and research, as well as strategic technical guidance to local officials.The analyst provides financial analysis of local governments for the State Revolving Fund water and wastewater loan programs, as well as a number of other programs including the Severance Tax and Federal Mineral Lease Direct Distribution program. Job Duties Specific duties include but are not limited to: This position conducts analysis and prepares reports on the financial condition and creditworthiness of State Revolving Fund applicants, and determines eligibility for grants, low interest rates, or other incentives. To support DOLA's role in the State Revolving Fund, this position provides local government expertise, technical assistance, liaises with DOLA Field Staff and other internal and external partners, and assists applicants in developing affordable projects. This position uses the Division's financial assessment methodologies, local government budgets, audited financial statements, and demographic and financial databases to compile, analyze, and present financial, administrative and other specialized information relating to applications for funding. By working closely with applicants throughout the project development process and coordinating with other funding programs, this position ensures applications are for timely and fundable projects. This position also engages in program outreach, funding coordination, and technical assistance to prospective applicants. The position performs other duties as assigned to support the agency's role in the State Revolving Funds. The position performs analysis that is used for assorted regular program needs or in response to ad hoc requests. As such, the analyst is the lead analyst for the development, use, and evaluation of the impact measures, metrics and factors used in the statutory distribution formulas for Severance Tax and Federal Mineral Lease direct distributions and is the principal author of the biennial Direct Distribution Report to the General Assembly. Additionally this position monitors Memoranda of Understanding (MOUs) to assure the Department annually receives data from other state agencies necessary for determining the factors to be used for the distributions. Meetings with communities and program partners may take place in person or virtually.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Class Code & Classification Description: H1C3XX ANALYST III MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree from an accredited institution in accounting, business administration, economics, finance, public administration, statistics, political science, or closely related field as determined by the department AND Two years of professional experience analyzing, manipulating, and processing large sets of data to identify trends, draw conclusions, and draft reports and/or make presentations. Substitutions: Professional level experience analyzing, manipulating, or processing large sets of data to identify trends, draw conclusions, and draft reports and/or make presentations will substitute for the degree requirement on a year-for-year basis. OR Education from an accredited institution in accounting, business administration, economics, finance, public administration, statistics, political science, or closely related field as determined by the department will substitute for the required experience on a year-for-year basis. This experience must be demonstrated in your application to be considered for employment. Preferred Qualifications:
  • State of Colorado government experience performing financial analysis
  • Experience interpreting, following, and explaining complex rules, regulations, policies, or procedures
  • Experience related to capital planning, or capital improvement projects
  • Experience in data analytics, and databases
  • Experience interpreting and providing technical assistance to internal and external stakeholders
  • Experience working with local governments
  • Experience writing narratives on analytical findings in highly visible reports
  • Experience creating graphs, charts, or other visualizations to convey the results of data analysis
  • Experience with local government finance/budgeting,
  • Experience in project or program management
  • Intermediate to advanced knowledge of Microsoft Excel with the ability to use fairly complex functionality including logical functions, nested functions, pivot tables, lookups, and Power Pivot
